A related (but different) concept I’ve seen executed is in The Void. (Which is really, really good but almost impossibly difficult to play.) The Void is a game where you do get more capabilities and power as you play, but how you use those powers is directly related to your health and life (and losing it.) It’s a game that takes resource management and turns it into something about hunger and starvation.
